  This position is responsible for providing a verbatim record of hearings in the Master’s Court. Duties include: generating computer-aides, steno graphically recorded transcripts when requested by the court, attorneys or parties; responsible for the custody of un-transcribed hearings, Evidence and Exhibits and serves as point of contact for the court, attorneys and other parties requiring transcripts. Description:
  The County is filling a professional position in the Budget Office. The 8-person department formulates financial strategies, prepares annual and multi-year financial plans, assists in the management of federal and state grants, and monitors the County’s annual budget.

This professional position will be responsible for assistance in grants management and development and monitoring assigned County budgets. Grants management duties include assistance with grant establishment, monitoring, maintaining grants records, fiscal year-end/grant closeout. Budget duties include preparation, review, and analysis of budgets; processing budget transfers; and various administrative office tasks.

The successful candidate will

Position: COMMERCIAL APPRAISAL SUPERVISOR

Description:
  A valid South Carolina Real Estate Appraisal Board Certified General license (CG) is required or equivalent licensure in a state that has a reciprocal licensing agreement with South Carolina. Seven (7) to ten (10) years progressively responsible experience in commercial property appraisal is required. Experience in commercial brokerage and/or commercial property management may replace some of the required commercial property appraisal experience. Two to four years management or supervisory experience is required. Position requires a four year college degree, with a Bachelors or higher in Real Estate, Economics, Finance or Business highly preferred. Litigation experience is highly preferred as is appraisal review experience. Experience with spreadsheet software, word processing programs and appraisal software is required. Experience with database software (e.g. Crystal, Access) and presentation software (Power Point) is highly preferred. Knowledge and experience with a Windows based CAMA operating system is a plus. A background in computer assisted statistical analysis and modeling is a plus. A mixture of non-mass and mass appraisal experience is a plus. The successful candidate will demonstrate extensive knowledge and experience in the use of discounted cash flow analysis, application of economic tests of highest and best use and feasibility analysis. Customer service and interpersonal communication skills including the ability to establish and maintain effective working relationships with employees and the public are essential. The successful candidate will need to demonstrate excellent written and oral communication skills.
This position primarily manages the work of the commercial appraisers who are responsible for establishing value of commercial real property for ad valorem tax purposes. Management of residential appraisers or other staff is limited but may occur. The Commercial Appraisal Supervisor must monitor a number of appraisal and administrative tasks performed by commercial appraisal staff. Specific duties performed by the Commercial Supervisor may include but are not limited to: 1) training new commercial appraisers and coaching/mentoring the development of existing staff 2) developing and testing commercial computer models to produce mass appraisal commercial property values via the income and sales approaches, 3) handling taxpayer inquiries, 4) monitoring productivity, 5) ensuring that office and legal deadlines are met 6) reviewing commercial and residential appraisals for appeal and litigation purposes, 7) completing employee performance evaluations. A valid SC driver’s license or the ability to obtain one upon acceptance of the position is required.

Duties include: a) appraising annual new construction – measuring and data collection, computerization and determining value, b) maintaining sales data base – researching transaction details, performing field inspections, talking with buyers, sellers and realtors, c) handling valuation appeals – holding conferences with taxpayers, preparing USPAP compliant reports, making presentations before appointed County Board and potential testimony at the Administrative Law Court, e) establishing reassessment values, f) reviewing appraisals performed by others and g) other administrative and appraisal duties as required and assigned. Description:
  Charleston County EMS, the 2010 recipient of the National EMS System of the Year award, is currently seeking paramedics for potential placement after July 1, 2014. To qualify for these positions, candidates must have at least a HS diploma or equivalent plus 6 months of EMS experience (ambulance service transport or other patient care) along with the following certifications and licensure: SCDHEC Paramedic (National Registry preferred), BLS, ACLS, and a valid driver’s license. ITLS or PHTLS and PEPP or PALS are preferred. The selected candidate must have a valid SC driver’s license within 30 days of hire. The following training is required within 3 months of employment: ICS 100, 200, 700, 704 and 800.

Candidates must provide copies of documentation verifying their eligibility credentials with the completed application to include: EMS certifications, education diploma/degree, a criminal records check, and a current certified 10 year driving record.

Selected candidates will be contacted via EMAIL the week of April 28-May 2 to schedule a pre-employment paramedic test. This test is a standardized computer test. If an email address is not supplied, the contact will be done via telephone.

Description:
  This position provides individual and group counseling and therapeutic case management services during daytime/evening/weekend hours to AOD dependent/abusing clients. Counselors will work in both an inpatient and outpatient capacity. Some holiday work is required. Duties include: clinically assessing clients and referring to other agencies as needed; developing individualized treatment plans; documenting clinical services; conducting group and community education presentations, and meeting productivity expectations. Additional duties will include but are not limited to: mentoring less experienced clinicians, utilizing KIS/EMR software, maintaining clinical records within applicable regulations, and delivering services within agency, state, UCR and DHEC guidelines. Minimum Education/Qualifications: Position requires a Master’s Degree in Psychology, Counseling, Social Work, or a related field, supplemented at least 7 years of experience in counseling or case management. Must be credentialed as Master Addictions Counselor (MAC), Certified Addictions Counselor I or II (CACI/CACII) or Certified Clinical Supervisor (CCS) and/or a licensed practitioner of the Healing Arts, e.g., LPC, LMFT, LPC/S, LMSW, LISW, LPC/I and LMFT/I. Knowledge of several practiced therapies and counseling techniques, particularly those that are evidenced based, is required. Excellent interpersonal, written/verbal communication and computer skills are essential. Must possess a valid SC driver’s license. Spanish Speaking candidates highly desired. Position: SOLID WASTER SUPERVISOR

  This position will supervise the collection of solid waste, and household hazardous chemicals, including the curbside and dropsite program. Duties include: supervise 37 employees, 15 equipment operator’s and 22 construction/maintenance workers in the collection of solid waste materials that are brought into each of our 8 sites throughout Charleston County area; supervise operator’s in the collections of recyclable products, which consist of paper, newspaper, magazines, glass bottles, cans, and plastic bottles; ensure that the 14 curbside trucks go into the neighborhoods daily following the routes and schedules set out for dropsite to be picked up; monitor the 6 drop site trucks to ensure that the 60 containers are emptied daily; supervise site attendants in the collections of household hazardous chemicals, that are brought into the sites making sure that they are placed in the proper container’s for pickup and that they are properly maintained with enough employees 7 days a week and through some holidays; directly involved in the training of all new employees in the proper operation of equipment in a safe and proper manner; reporting any accidents that may occur, make sure it is done properly and filed in an orderly fashion; ensuring that all equipment is in working order and making sure that all preventive maintenance schedules for every vehicle is met; make sure all driver’s fill out their daily report sheets and turn them in at the end of the day; this sheet records pm daily hours as well as pm due hours, mileage, truck data #, and any problems that the driver may have noticed. Position requires a high school diploma (or GED), supplemented with two (2) or more years of management experience. Associate’s Degree with 2 years of college or at least 8 years of experience in the field of solid waste, household hazardous chemicals, and heavy equipment preferred. Must have solid waste knowledge in dealing with all areas of the collection of waste, and household hazardous chemicals; (heavy equipment trucks; preparing schedules and payrolls; map reading; SCDOT and OSHA regulations; basic computer skills in creating forms; send, receive, and store information, etc.). Ability with working with the public solving problems, communicating, listening and dealing with all types of personalities. Description:
  As a Charleston County Detention Officer, you will join an outstanding team responsible for protecting the public by providing care and custody of inmates housed within the Charleston County Detention Center. This important position will not only enhance your communication, teamwork and interpersonal skills, but will also give you the opportunity to make a difference in the lives of detainees and in the community. As a detention officer, you will have the ability to work on a variety of specialized teams throughout the Detention Center and court system including: Booking; Identification; Classification; Tactical Action Control Team (TACT); Transportation; Releasing; Inmate Work Program; Court Security; Juvenile Detention Center; and Central Control. Charleston County Detention Officers receive an excellent starting salary of $30,432 – $37,388 (based on related experience, military service and education). After completion of the state academy, officers receive a three percent salary increase. Detention Officers are vested in the S.C. Police Retirement Plan after only eight (8) years of service. Other benefits include health, dental and life insurance as well as 12 county holidays observed and 7 vacation days a year. Uniforms are provided. REQUIREMENTS: A qualified applicant must (1) be a Citizen of the United States over 21 years of age; (2) possess a high school diploma (or GED); (3) have a valid driver’s license with the ability to obtain a South Carolina one upon acceptance of the position is required; (4) have no criminal convictions. No prior experience is necessary, however, prior work-related experience will be considered in the hiring process. Description:
  This position will perform Construction Engineering & Inspection work as part of the County’s Transportation Sales Tax Program. The program is funded by a local option sales tax for 25 years or a total investment of $1.3 billion and is one of the largest programs of its kind in the Southeast. The County has approximately 100 active projects at the time of this advertisement. The primary function of this position is to ensure that all applicable specifications are being followed in every component of road and drainage construction projects. Duties include: performing field and lab testing of materials for compliance; inspecting multiple construction projects and activities including excavations, embankments, foundations, and resurfacing of asphalt roadways. Duties also include reviewing, analyzing and interpreting construction plans; verification of construction alignment and elevations; calculating contract quantities for preparation and verification of monthly pay estimates; and ensuring adherence to and documenting that the project has been constructed per South Carolina DOT and County specifications. A Associates Degree in Civil Engineering is preferred, supplemented with some construction experience. General working knowledge of surveying principals and procedures and basic computer operations (Word, Excel, etc.) is highly desirable. Must be able to obtain required SCDOT Certifications (asphalt roadway inspection, earthwork and base inspection, nuclear gauge certifications, CEPSCI certification) within eighteen months.
